ZyINS POSTs this event when a license transitions to inactive (deactivated). Use it to remove seats, downgrade entitlements, or alert security teams. Verify X-ZyINS-Signature in constant time before acting on the payload; reject clock-skewed requests older than 5 minutes. Delivery is at-least-once — deduplicate on the event's id field in the JSON body.
